Scope review: Nuclear fuel: contracting reaches enrichment and supply

Campaign review · 2026-09-06 · data as of 2026-09-04

Retain the distinct fuel mechanism on monitoring; remove utility and reactor-development overlap.

Retain the distinct fuel mechanism on monitoring; remove utility and reactor-development overlap. Scope reviewed on September 6; source dates remain original. This is a research-priority and evidence-boundary review, not an entry call or a fresh historical performance grade.

Case at review: Nuclear demand will improve fuel-cycle supplier economics only if utility commitments become fuel contracts, production and margins.

Constellation’s future power commitments support the demand branch. They leave fuel contracting and enrichment delivery unproven, so this remains a focused monitoring case.

Horizon: 12–36 months; review awards and production milestones as they occur.

Failure conditions: Contract cancellations or production failures prevent conversion · Fuel availability expands enough to remove pricing power before earnings materialize

  • Earlier on a funded DOE award, fuel contract, production milestone or cancellation; promote only on supplier-level economics.

Nuclear fuel: contracts arrive at the HALEU niche, economics still unproven

Hold in monitoring. Reviewed on the 2026-10-06 settled close against the standing condition (a funded DOE award, fuel contract, production milestone or cancellation; promote only on supplier-level economics). Fuel contracts did arrive, but only at the HALEU niche and without disclosed terms: Centrus signed a multi-year HALEU supply contract with Antares on September 17 (company investor-relations page; an 8-K was filed that day but its body is not on file), and a Radiant HALEU deal is reported in a secondary summary. Both customers are advanced-reactor developers, whose valuations the case excludes. Centrus funded expansion with a roughly $500M Class A stock-and-warrants offering priced September 9, which a secondary summary puts at about 15–17% dilution. The demand branch moved again without touching fuel revenue: Constellation's October 6 twenty-year agreement with Google includes investment in nuclear uprates, and Bloomberg reported on September 28 that the Tennessee Valley Authority's small reactor was set to win US approval. The case says plainly that power agreements and reactor permits are not current fuel revenue. No funded DOE award, production milestone or cancellation was found, so neither failure condition has started. On the 2026-10-06 tape the nuclear fuel cycle list rose 6.3% at the median with 18 of 19 up, led by the generators Talen, Vistra and Constellation, which this case scopes out. Fuel suppliers rose with them (Cameco +6.35%, Centrus +8.8%, BWX Technologies +7.65%), but their long trends are broken or under test: Cameco is +9.04% on the year with negative alpha and 12% below its 200-day; Centrus is -56.81% and 22.9% below; BWX Technologies is -23.87% and 23.1% below. Their October 6 coverage shows no company-specific contract or award that day; the only sourced nuclear event was the Constellation–Google agreement. A sympathy session is not conversion evidence.

  • Link the Centrus–Antares HALEU contract from its September 17 release or 8-K, and the Radiant deal from a primary source; record volume, price and term if disclosed.
  • Read Cameco's 6-K of 2026-10-01 (captured, unread) before the Cameco third quarter on 2026-10-30.
  • Centrus third quarter (2026-11-04): HALEU contract backlog, cascade production, margin, and share count after the September offering.
  • BWX Technologies third quarter (2026-11-02): fuel and naval-reactor segment margins; the reported Canadian BANR microreactor selection is reactor demand, not fuel revenue, until it carries a funded fuel scope.
  • Obtain the primary record of the Tennessee Valley Authority small-reactor approval before using it, and keep it as demand context.
